With the repeated use of penicillin over years, the bacteria became resistant to penicillin by mutations. So the present strains of Streptococcus are penicillin resistant.

Penicillin was the first antibiotic to be discovered by Sir Alexander Fleming and his students in the year of 1928. Its use increased during the World War II and since then, it became very popular medication in the general diseases like stomach upset, infections, soar throats etc.
With the repeated use of this drug, the bacteria became mutated with new genes that can counteract the penicillin and be safe in its presence. This phenomenon is called Antibiotic Resistance. This phenomenon led to only leave those species of Streptococcus that are resistant to this antibiotic. So the disease won't cure inspite of application of this drug. So its use decreased over the years.
