Answer: You can make a amend in the Constitution. (Spoiler ALERT) Its almost impossible.
Explanation: Only a handful of amends have been approved to this day.(27). First 2/3 of legislatures has to approve it. Then, 3/4 of the states ALSO need to approve it. wait what? why do the states need to approve it? (well....)
The reason why states need to approve it is because each state usually have different laws. Thats why is ok to some things that are legal in like California but illegal in Ohio (just a example).
