In 1814. European leaders gathered at the Congress of Vienna to restore power in their kingdoms. Their
main representative was Prince Klemens von Metternich of Austria. This was a popular quote of his, " The
first and greatest concern for the immense majority of every nation is the stability of laws, and that they
never change." Why would a monarch who is trying to restore his power say something like this?
