raster based artworks are consisted of small squares called pixels,so when you zoom in the work,you can see the small squares,the program u can use is photoshop,adobe illustrator.while vector based arts are consisted of lines instead of squares,so when you zoom in the artwork,you won't find the same small squares as it is in raster,so you can zoom as much as you want and it will not be pixelated.The programs you can use to creates vectors is Coreldraw

The only similarities between both of them is both are image format
