These rules have certain regulations which include safe source (food or products come from the safe source), temperature (food is held at the correct holding temperature), proper cooking (food is cooked properly), proper handling (to prevent cross-contamination), proper hand-washing and health of workers. Not all restaurants follow all these regulations or don't follow them closely. So it is really dangerous to eat in some places. You have to pay attention to the appearence of the workers and the appearence of whole restaurant. Also it is very important to know that this place was checked by the inspection. Unfortunately some places really neglect rules (for exemple safe source or temperature of food or even sick cooks or waiters.
