Alexander Hamilton admired the idea of setting up a national bank. He was much influenced by the Bank of England and proposed for the establishment of a national bank in the country. He submitted his penned down 'Report on a National Bank' to Congress on 16th December, 1790 urging the government for the establishment of a national bank.
However, this proposal was strongly criticized by Thomas Jefferson. Jefferson believed that establishing a national bank would hinder state banks and would generate economic disparity among the rich and the poor.
The argument over the establishment of a national bank gained more attention when Jefferson questioned its constitutionality. He questioned whether the Congress had the power to establish a national bank. He strongly disapproved the authority of the Congress to establish such a large national institution.
It also led to several heated arguments over the provisions of 'Elastic Clause' and the 10th Amendment of the U.S Constitution. However, Jefferson lost the argument and the Congress passed the Bank Bill in February, 1791 which led to the establishment of a national bank.
