Well, in an ancient time,  Envelope carried a higher level of importance than it is today.

Usually, the issue that being keep on file on an envelope would be sealed by the authority (usually using some sort of logo made of wax) to proof its authentication. If the seal is not broken : Then the file is still safe

Answer: As we already may know the envelope is an ancient used to enclose the final decision on litigation from between two men. The decision of this litigation is testament of how important those written records were becoming.
