All all except for economic prosperity, however, if I were to get edgy about it, economic prosperity, given the situation, could cause an Empire to fall. For example: it could be incentive for a foreign power to invade, if the prosperity is isolated to a few elites, then a revolution could topple the Empire, or the economic prosperity could just be a precursor to an economic disaster.
