Federal government: Since the federal government's job is to interstate and foreign commerce, declare war and set taxing, spending and other national policies, I think they would fund states their different needs for pandemics. For example, if states needed more hospitals, they would most likely tell the president first, then he will ask if their needs are eligible or possible to the federal government.
State government: The state government's job is creating state legislation that can become state law. They are also responsible for approving the state budget, initiating tax legislation, and look after laws not covered by the federal government; for instance, hospitals, schools, police and housing services. For example, take the example from federal government. If the federal government does not approve, the state government can take charge of multiple things as well. They can also take care of taxes that are most likely starting to increase because of this pandemic.
Local government: Local government is responsible for a range of vital services for people and businesses in defined areas. Among them are well known functions such as social care, schools, housing and planning and waste collection, but also lesser known ones such as licensing, business support, registrar services and pest control. These different actions can help the pandemic, and can get people to "calm down."
