State governments, like the federal government, has three branches. The purpose of having three branches is to balance power so that no one branch or person becomes too powerful.
Checks and balances are in place specifically for that reason. Alexander Hamilton expressed these in his Federalist Papers, which I highly recommend reading at some time.
