The secretion of oil makes their feathers oily and hence they can shed the water on feathers and feathers in turn do not get wet

Surface tension is the elastic tendency of the surface of the fluid that makes it acquire the least surface area possible

On the other hand, the same birds fail to sit on the soapy water as the surface tension of the water is less and soap washes the oily feather, which enhances the weight of the bird. This makes the bird to sink.
Thus, some of the unique features and presence of oil glands and surface tension of the water makes the birds to sit on the surface of the water.
