Reserved. The powers not delegated to the United States by the Constitution, or prohibited by it to the States, are reserved for the States respectively, or to the people.

What are Reserved Powers?
Reserved power are also called Residual powers, are the powers that are not explicitly given by to any organ of government therefore they are being reserved for the States and the peoples as declared by The Tenth Amendment:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."
Some of such powers which the States must bear responsibility for include:
ownership of property
- education of inhabitants
- Provision of basic amenities and other benefits programs and distribution of aid
- protecting people from local threats
- maintaining a justice system
- setting up local governments
- maintaining state highways and local roads
