During successful planning, various activities need to be integrated and synchronized together, however fundamental this is, if the right caliber of people is not included, it could turn out to be futile.

It is important to include stakeholders in the planning and design process from the very beginning. Since the stakeholders are the major determinant of the success of the project, they should be included right from the beginning, even before the integration of both lethal and non-lethal activities.

This is necessary to avoid time and resources wastage because time and resources are lost when the planning team has to start the integration process over and over again just because the stakeholders are not interested in it or want some modifications implemented.
