It was important to determine who would be in control of the reconstruction of the South as the executive branch and the legislative branch had much different ideas to express.
The legislative branch was in favor of  protection of  the newly freed slaves and their rights whereas, the executive branch was against this idea and was in favor to leave them alone and let them protect themselves from the southern whites.

Reconstruction plan was rendered by the president Jonson, this program offered general amnesty to southern white families that cursed a future crudeness to the U.S. government.

The executive division opposing this notion and was in favor of letting them be left alone and allowing them to defend themselves against the southern whites.

Therefore, the legislative branch was in favor of protecting the newly released slaves and their rights.
