There is none. It modern society, every demographic has an equal access to basic services. Free computers at the library, free internet. Crime is directly related to the influence of the society around the individual. If you live in a high crime area, chances are you will engage in criminal activities because that is what you are taught. A low crime are produces less criminals (although in retrospect, many low crime areas produce a single psychopath every couple of decades). While it is true that many high crime areas have a lack in newer technology and opportunities, this is because business are not willing to risk theft of their products. Any child/man/woman/teenager has an equal opportunity to separate themselves from a society of crime if they have the determination. Anyone who says that they developed criminal intent because they were poor is making an excuse for their weaknesses and bad morals.
