1. Government. It is the only word that represents a system and its a government that enforcers public policy.

2. Both theories talk about Religion as something that should be separate from State. It is a common ground between the two that Religion should not be used political.

3. The individuals. The contract rules over individuals and other individuals are the ones to keep society in check. So in the end, the people have the power.
