1. Government-- the government sets a Constitution and determines how the state will run. Each state government is responsible for creating state laws and taking care of the state programs.

2. Religion is not a source of power-- both theories state the source of government power should not come from religion. Both theories state religion and the government should be separate from one another. 

3. The people-- the people must agree to their government and can revoke their agreement through a change in government if the government is not following through with the contract.
