A dress that is too short and too low cut would be inapppriate for the office. It would not be professional or respectful of the workplace or your job to be dressed in a distracting manner.
An outfit that would be inappropriate for the workplace is a crop top and short shorts. It is respectful to be fully clothed when in a business standpoint. You should wear a long shorts and pants such as jeans. These are much more appropriate.
