During the World War 2 US Government established rationing system, under which Army will be provided with Meat, Sugar, Gas. And Texas seem unhappy with this.

The War effort consumes many resources which in normal times meant to be distributed in the market for ordinary citizens. US Government although announced during War effort that no American will face shortage of food.
But in Texas situation was different, as it was the base for US millitary, so many food and energy were provided from within Texas, and hence people of Texas were unhappy with the inflation in the essential items like Meat, Sugar, and Gasoline.
