Some people may agree because there is an understanding in certain quarter that rules and regulations curtails individual liberty, of not allowing people to live as they please by placing restrictions on their day-to-day activities. But it is a total misconception about the working of a societal system regulated by law.
Others may disagree because freedom is the power to live by your own judgement, which includes the right to choose your own values and the actions by which to achieve them. That includes the right to what you create and the right to choose what to do with it.
