Both men's plans and women's plans are the correct examples of the plural possessive case, whereas it's place and stone's throw are not. The option it's place isn't even possessive, because it's stands for it is, and the word its, without the apostrophe would be possessive. The option stone's throw is not plural.
Answer is actually MEN’S PLANS. As I see an answer under your question it could also be women’s plan if that was the correct way it was spelled in the actual question. but I believe you misspelled it… it actually says WOMAN’S PLANS which makes a big difference because now the word woman is not possessive anymore
