This is the principle of no taxation without representation. Indeed, this principle is part of what is called the guaranteed Rights of Englishmen (which American Colonists were before independence). This principle is derived from a series of historic legislation that was enacted in England since the Magna Carta of 1215, including the Petition of Right of 1628, the Habeas Corpus Act of 1679 and the Bill of Rights of 1689.
The specific terms, had actually been used before in Ireland, before they reached the North American British Colonies in 1765.
