It really just depends on the amount of money that can be used in the city and the situation. It is still going to be costly either way for a poor or rich city. If it were a poor city, I would not build extra schools because they need their funds for other things. I assume they already have schools, so more won’t do much. If it were a rich city, I would probably go ahead with the plan because they can afford it. In my town, we do not need anymore schools as we have 3 in it already that are within 15 years old.
