No EPA: rivers so fouled by raw sewage and fuel contamination there were literally fires on the surface of some near major industries.
The military industrial complex was reaping large profits off Cold War and later Vietnam war.
Not all business were culpable but major reforms and legislative actions had to be enacted forcing the abusers to clean up their act.!
