The assyrian divided the empire into about 70 smaller units of government called provinces. They assigned a governor to each province who reported directly to the Assyrian ruler. The goal of this technique was that the leader of the provinces ensured the laws would be obeyed and collected taxes, they governed their provinces by setting fights and also carried out kings orders
