I am nearly 100% certain that this is the correct answer, I just remember learning about it years ago, and the feathers were for the purpose of being able to call them chickens. The tar was both plain cruel and for the feathers to stick.

I also highly doubt that they would be brought in for questioning seeing that Americans were not in charge here. So tarring and feathering people that complied with those that followed by the taxes would seem like the most rebel-like thing to do.
