I think the author of the quote means when he compares encouraging the ignorant to vote with encouraging the inexperienced to rollerblade and use power tools at the same time that inivduals should sometimes go out and try something entierly new even if it seems "stupid" or "dumb" to yourself you may find yourself liking it.
