Then, there were fears that Germany would be the first to develop an atomic bomb project, a concern that was especially blanketing scientists who then chose to flee from Nazi Germany and other fascist countries.

A Hungarian-born physicist named Leo Szilard and Eugene Wigner in August 1939 wrote a letter to Einstein-Szilard. He warned of the possibility of developing a "new type of bomb that is very powerful". This then urged the United States to take steps to obtain uranium seeds and conduct rapid research under Enrico Fermi and others.

On October 21, 1939, Briggs held a meeting to discuss the issues raised through the letter on the orders of President Franklin D. Roosevelt. The president asked Briggs to head the Uranium Advisory Committee. The meeting was attended by Wigner, Szilárd, and Edward Teller. The committee finally reported the results of the meeting to Roosevelt in November. Reports suggested that uranium can be used as a base material for bombs with a greater destructive force and fierce than anything that people know at that time.
