At the Constitutional Convention of 1787, a
major obstacle to drafting a new constitution was the disagreement
between the states over representation in Congress.
The transition from the Articles of Confederation to the US Constitution had a great debate happening before it's resolution. The greatest weaknesses of the Articles of the Confederation were the following:
- Congress didn't have the power to tax or regulate commerce
- Each state had only one vote in the Congress
- There was no National Court
- Amendments to the Articles required an unanimous vote
- Laws required a 9/13 majority to pass in Congress
- There was no executive branch to enforce acts.
All of this caused, as mentioned before, a great debate, and a great deal of interstate conflict. As consequence, a great disagreement between the states over their representation in congress arised from such issues and prevented a new constitution.
