The United States had Articles of Confederation that made it a confederation of states. But, that changed in 1789 with the coming into being of the US Constitution, which replaced the Articles of Confederation. Before then, state governments had so much power far above the central government's. Then, the central government did not have the power to impose taxes, enforce the laws passed by Congress, and there was no judiciary at the center, among other weaknesses created by the Articles of Confederation.
