Without that ability, the chance of a dictator of some kind coming into power would sharply raise, as they would have the right to squash any type of uprising. Protests and petitions allow for the people to make their voices heard in a flashy way, the freedoms of speech and the press make it so that accurate information may be spread even if the government opposes it, and the freedom of religion is necessary so that people are not forced to worship in ways they don't want to.
