The voters who are not prepared to vote usually don't have a significant impact on the results anyway.
Local lawmakers can affect many aspects of Xavier’s life, from the taxes he pays on his house to where he can park his car.

Since Xavier doesn't want to vote, it would be a good idea to mention him how the local elections can affect him on his daily activities, such as the taxes he will have to pay or the places he can use and how he must use them; this way Xavier would feel more involved into the elections process and he might be convinced to vote
