On Sept. 22, 1862, USA President Abraham Lincoln issued the preliminary Emancipation Proclamation, declaring all slaves in rebel states should be free as of Jan. 1, 1863.

Abraham Lincoln was not the person to end slavery. It was actually the Congress who ended slavery. The emancipation proclamation had no power behind it because at the time The Confederacy was its own country. The congress was the one to pass the 11th amendment which officially gave all peoples their freedoms.
