In the U.S., no one is required by law to vote in any type of election. I belive voting both a right and privillage. Many constitutional amendments have been ratified since the first election. But, none of them said that voting mandatory for U.S. citizens.
The voting right is one granted by the United state constitution which allows every race, color or origin to participate in the election process.
However, the right to vote is a privilege and not a mandatory one by the United state constitution.
There is no provision in the United state constitution which limits the voting right of any qualified citizen and anyone officials found defaulting has committed a federal crime.
