This was due to the harsh terms of Britain and France which forced the German Government to pay for all the damages caused during WW1. When Germany couldn't pay its debts France also occupied the industrial heart of Germany, the Rhineland to take its resources crippling them even more. The United States had tried to help the German Weimar Republic through loans but once the Great Depression hit, it also hit Germany hard.
