The 2 is in the tenths place, and 8 is to the right of it. The 8 is five or larger, so that means we bump the 2 up to 3. We erase the 8. So we go from 4.28 to 4.3; we have a 3 in the tenths place as instructed.

We can think of 4.3 as 4.30

Note how 4.28 is closer to 4.30, than it is to 4.20
