It created a central government with only a legislative branch.
The reason why is because of the fear that the government could turn into a British-styled government, and “oppress” the citizens with heavy taxes and other measures. So by creating a weak central government, many who feared an oppressive government forming would not argue against the articles of confederation being signed.
