The French and the Germans both were in a war, but the French were good allies with the U.S. so they asked for an alliance against them. However their other enemy were the British, so they were outnumbered and needed the U.S. to help.

The United states desperately tried to remain neutral in WW1, however their alliance to Britian and the U.S ties to helping British propaganda were a problem. U.S trade ships carrying military equipment or not were sunk in a German U-Boat blockade, Germany also sent the Zimmermann telegraph which called for Mexico to go to war against the United States. However the U.S intercepted this telegraph and got a heads up on what might've happened.

(Mexico declined as they were in a civil war and Germany's promise of financial support were probably too good to be true)
