One reason is that both empires were tolerant of other people's religions. They would not destroy sacred buildings or kill priests and similar, but would rather let the people believe whatever they wanted to believe, with the option of having a lot of benefits if you changed religions. The other can be that they both valued the Rule of Law and corruption was not as high as it is in many countries nowadays for example.

Both the Mughal and the Ottoman Empires were successful because they focused on religious tolerance. They allowed people to choose and practice their own faith. They also were accepting of diverse cultures. The Mughal and Ottoman Empires focused a great deal on trade and expansion and tried to impose fair laws to their citizens.
