What was Lord Grenville's plan to enforce new taxes?

Grenville enforced the sugar act in 1764, which raised taxes of imported foreign sugar coming from the West Indies.  Under the Molasses Act colonial merchants had been required to pay a tax of six pence per gallon on the importation of foreign molasses.
