By the influence of Jacobinism and the movement of the sans-culottes he claimed, like other British radicals, not only political democracy but also social democracy, focusing especially on the question of land ownership. For this reason he has been included in the group of «agrarian socialists», together with Thomas Spence and William Ogilvie de Pittensear. However, Paine was more moderate than these last two because he did not question the property right, although he was one of the precursors of Labor and the Welfare State in proposing the redistribution of income through a tax on large estates and the implementation of a public pension system, among other measures.
He expounded his social thought in The Rights of Man (Rights of Man, 1791-1792) and, above all, in Agrarian Justice (Agrarian Justice, 1795-1796). In these works he argued that in order to achieve full democracy it was necessary to abandon the "miseries" of civilization, especially in Europe, and return to the economic organization of the primitive community proper to the state of nature or, when that was not possible, establish a progressive tax that limited the assets that each member of society could possess and that endowed the State with the necessary resources to provide the most disadvantaged with the means that allowed them to lead a dignified life. Paine did not question the right of property but subordinated it to the satisfaction of social needs and for that he advocated a democratic State that would intervene in economic life.
