As I see, the only one applies to be correct. So I'd go with this: A. Laertes believes that Hamlets noble birth will not allow him to marry her.

Laertes wants that Hamlet take his decision considering his position and his family, Hamlet has a noble birth that Laertes believes he should follow in order to make this choice, Laertes advices Ophelia saying that Hamlet should marry someone not by true love but for family reason.
