Republic is when representatives are elected to make decisions for a group. Monarchy is a government where one person is in control. The city state Milan was a strong monarchy. There were dukes who were put in power, for example the Visconti family from 1317 to 1447. However, in 1447 they tried to create a republic. But it was unsuccessful because the city's military interests were not protected under the republic.
