Moscow is seven hours ahead of Washington DC. So, 8:00 AM in DC is 3:00 PM in Moscow.

Question two:

It is 1:00 PM, Tuesday, in Los Angeles.

Los Angeles is 16 hours ahead of Tokyo. So, 9:00 PM in Tokyo is 1:00 PM in Los Angeles.
