When function changes direction from decreasing to increasing its value or oposite from that you have a local minimum or local maximum. There can be more than 1 local minimum/maximum. 

Here you can see that at coordinates (-2,-3) function has local minimum. It was decreasing its value as you increase x and than it started increasing value. Same goes for (4,-5)
