The US owes a lot to the people there, and by a lot that's only about the material property where it would cost billions to obtain all that land and all those resources. There is not a high enough amount of money to pay for all the human losses during the expansion. A government policy could be enabling restitution for lost property or land. It would lose a lot of US land but would give back those people what they used to own. Thinks like larger representation in legislature or some judicial independence would also help. It would give them back some of their dignity and sovereignty.
