Douglas needed the votes of Southern congressmen in order to get the Kansas-Nebraska Act passed. To win Southern support, he agreed to a repeal of the Missouri Compromise. The repeal meant that the law would be dropped.

With the Missouri Compromise gone, the Kansas-Nebraska Act passed. It was now up to the settlers in Kansas to decide if slavery would be allowed. The question had to be put to a vote.

Anti-slavery Northern settlers soon began pouring into Kansas. They were sent to make sure the vote went against slavery. Those who wanted new territories to be free of slavery were called Free-Soilers.

Pro-slavery Missourians quickly fought back. Thousands of Missourians crossed the border into Kansas in March 1855. Once there, they set up their own pro-slavery government, and the anti-slavery Free-Soilers did the same.
