I believe this would be an adverbial clause because it answers why the public was outraged, the time this took place, etc. I'm not 100% sure on if I'm correct or not though.
Answer: During the winter season, due to the harsh weather it prevents or crumbles/cripples a lot of activities. This causes anger and outrage in people as the cannot do things freely.
