Whenever you have a percentage it will simplify to that out off 100 so if you have 50% it will be equivalent to 50/100 which is equal to .50. So that will be the same with 3% it will be 3/100 and that will make it .03. Than you will multiply it with how much the house sold for which is 125000. So .03*125000 is 3750.
