Elbridge Gerry, George Mason, and Edmund Randolph are part the 55 delegates who attended constitutional convention for creation of the Virginia plan.

  • It was believed that these three delegates refused to sign the Constitution because they were not happy with the final document for reason such as lack of Bill of Rights in the constitution.

In conclusion, compromises can't or shouldn't be reached if the delegates from states does not reach an agreement in convention to create the law.
