The Neutrality Acts was a series of bills passed by the US Congress, those bills reinforced the US isolationism and non-interventionism in other countries wars and affairs. But Roosevelt pushed the “cash and carry” into the Neutrality Acts. The Cash and Carry provision allowed countries to buy American arms as long as they paid in cash and they transported them in their own ships. So despite the fact that the US remained neutral in wars, the country still profited with them.
